A public issue involves a subject that two or more opposing sides, that have emotional involvement with a large number of people and are concerned that the decision will have an impact on people's lives or the smooth functioning of society. If this issue is not addressed properly than it can turn into a full blown crisis.
There are four stages of public issues: 1. Latent is when an issue is not yet gone public and is still in process.
2. Emerging is when the issue is starting to leak into the public's hands.
3.HOT- the issue is now in a full blown debate.
4.Fallout-the issue has reached a decision and still has discussion about the leftover remnants.
The availability of ownership and usage of guns is a public issue.
The two sides on this issue are gun owners(NRA) and the people who believe violence is at a high rate due to guns.
